QUALITY ASSURANCE SPECIALIST

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Quality Assurance, Inspection, and Grading, 1910. SPECIALIZED
Experience:
Applicants must have at least one (1) year of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. Examples of specialized experience includes experience that demonstrates a practical knowledge in monitoring, controlling, or maintaining the quality of products or services in quality assurance, procurement, inspection, production, or related areas. Examples include:
Reviewing production activities and capabilities in light of contract quality requirements; Reviewing written quality or inspection procedures for adequacy, and evaluating the implementation and effectiveness of quality/inspection systems, including sampling plans; Analyzing quality data to detect unsatisfactory trends or weaknesses in the quality/inspection system; Verifying by test or inspection, using sampling inspection or intensive product inspection techniques, that products comply with requirements prior to acceptance; Identifying inadequacies and requesting corrective action; Computing data, summarizing results, and preparing reports or charts depicting pertinent relationships using statistical methods; knowledge of a wide range of methods, principles, and practices directly related to the quality control/quality assurance fields including such areas as, statistical analysis, control and sampling, contract administration, security, engineering, supply; and quality data analysis and evaluation to determine contractor compliance; Investigating customer complaints and deficiency reports, and providing identification of causes to appropriate authorities; Reading, interpreting, and applying technical data such as blueprints, engineering drawings, product specifications, or technical manuals; Reviewing and evaluating supply systems operations and procedures through periodic audits and surveillance inspections; Broad knowledge of Air Force and DoD acquisition functional responsibilities and procedures and the role of quality assurance to interate/coordinate quality program efforts with other functional disciplines. OR EDUCATION:
Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, or LL.M., if related. NOTE:

You must submit a copy of official transcripts. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS:
Merit promotion applicants must meet applicable time-in- grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. KNOWLEDGE, SKILLS AND ABILITIES (KSAs):
Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Comprehensive and extensive knowledge of communications quality assurance concepts, principles, methods and practices, as well as the skills to design, plan and implement an effective quality assurance program for information management, information technology, network, public address, television and audiovisual systems, and general troubleshooting techniques and engineering mechanics which enable the incumbent to review, analyze, and provide quality control services. Skill in developing Statements of Work (SOW), and Requests for Proposal (RFP) for the acquisition of communications-computer related equipment and services. Knowledge of methods, techniques, and processes for the integration and optimization of LAN/WAN components, infrastructure requirements, and test and evaluation methods sufficient to install and operate base wide programs and provide technical guidance to others in designing, testing, operating and maintaining network programs. Knowledge of the technical characteristics of communications-computer equipment and software, and the ability to apply that knowledge in analyzing and developing technical solutions for communications electronics system requirements. Knowledge of the government's QA program, inspection techniques, and the ability to develop policies related to quality assurance and communications-computer systems. Perform as a QAP and to apply survey techniques, detect unsatisfactory conditions or trends, and to monitor contract services. Thorough knowledge of acquisition procedures in order to effectively manage the acquisition and utilization of existing and new AF and USAFA requirements, skills to plan, budget, program and acquire communications-electronic equipment and Network services. Ability to communicate orally and in writing to provide technical briefings and to document findings and make recommendations. PART-TIME OR UNPAID

The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
