PURCHASING AGENT

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Clerical and Administrative Support Positions. SPECIALIZED
Experience:
Applicants must have at least one (1) year of specialized experience at the next lower grade GS-4, or equivalent in other pay systems. Examples of specialized experience includes use of standardized purchasing regulations, policies, and procedures to make purchases involving commercial requirements and average complexity; use of commercial commodities, established markets, and common business practices to advise requester of various product characteristics (e.g., available sizes, quantities, brand names, packaging, quality), identify sources of supply, and determine the appropriateness or adequacy of item descriptions; and use of basic price evaluation techniques to assess price reasonableness using well-established references such as price lists, government estimates, and previous history file. OR EDUCATION:
Four years of education above the high school level obtained in an accredited business, secretarial or technical school, junior college, college or university. NOTE:

You must submit a copy of your transcripts. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS:
Merit promotion applicants must meet applicable time-in- grade requirements to be considered eligible. One year at the GS-04 level is required to meet the time-in-grade requirements for the GS-05 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. KNOWLEDGE, SKILLS AND ABILITIES (KSAs):
Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of common and industrial businesses; trade practices with respect to pricing such as determining price reasonableness, discounts and ability to perform basic price analysis; deliveries, methods of shipment. 2. Basic knowledge of Commercial and Governmental sources of supply. 3. Knowledge of procurement regulations, methods of procurement and Government procurement practices. 4. Knowledge of procurement terminology, documents and processing procedures. 5. Ability to effectively communicate both orally and in writing. 6. Skill in solving a variety of complex problems associated with purchase/delivery orders and blanket purchase agreements. PART-TIME OR UNPAID
Experience:
Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK
Experience:
Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Don't Be Fooled

The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
