INSTITUTIONAL RESEARCH PROGRAM ANALYST

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, IAW OPM Qualification Standards for General Schedule Positions, Administrative and Management Positions, 22 MAR 99 for GS-0301. Experience:
Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes expert knowledge of pertinent laws, regulations, policies, and precedents germane to the protection of human subjects from research risks which affect the programs either directly or indirectly plus skill in applying investigative techniques to gather factual evidence of compliance with regulations; such as CFR 219, DODI 3216.02, AFI 40-402 and other Federal statues, regulations, directives and institutional instructions. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS:
Merit promotion applicants must meet applicable time-in- grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. KNOWLEDGE, SKILLS AND ABILITIES (KSAs):
Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. In-depth knowledge of federal laws, executive orders, regulations, policies, directives, principles, and governing practices to administer a Human Research Protection Program in accordance with 32 CFR 219, DoDI 3216.02, AFI 40-402 and other Federal statues, regulations, directives and institutional instructions. 2. Knowledge and skills of analytical and evaluative methods, including a wide range of qualitative and quantitative techniques, plus a thorough understanding of how regulatory programs are administered to measure compliance, assess effectiveness, identify deficiencies, analyze trends, and make recommendations for enhancements and improvements of programs and the resolution of problems. 3. Knowledge of policies, procedures, methods, and publicity techniques of business operations to develop, revise, and advise on programs to meet goals and objectives within available resources. 4. Knowledge of organizational structures, missions, objectives, operating programs, key positions, and administrative policies and procedures across the Department of Defense and the Air Force to conduct studies; and ability to direct ad hoc team efforts to identify, consider, and recommend options for the resolution of substantive organizational and program issues or complex problems not susceptible to treatment by standard methods. 5. Skill to communicate both orally and in writing and to establish and maintain effective and positive working relationships. 6. Ability to plan, organize, and direct the functions and mentor, motivate, and appraise the staff of an organization; and apply agency safety, security, personnel management, and EEO regulations, practices, and procedures. You will receive credit for all qualifying experience, including volunteer experience.

The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
